The chapter begins with the Hekiyou Student Council having been invited for a Tea Party at in the Neighbor's Club club-room. As they enter the room, they're scared by Sena Kashiwazaki, Yozora Mikazuki and Rika Shiguma who are wearing monster masks. Minatsu Shiina attempts to attack them but stops short saying she doesn't sense any Yōkai. Kurimu Sakurano asks why they tried to scare them and Yozora, embarrassed, says that she heard surprise parties were popular among normal people. Chizuru Akaba tells them about surprise parties which has Yozora tell Sena to go and buy a cake. Kurimu states they've brought snacks so Sena and Yozora would calm down. Minatsu says she brought something valuable to drink. Rika asks what it is and she tries some saying it's bitter. Minatsu tells her that it's Ultra Divine Water which causes Rika to pretend to overflow with power. Minatsu asks what exactly is the Neighbor's Club. Yozora answers with:
"We're a close group of students who are like neighbors to each other and share the same spirit of Christianity and our club aims to deepen our friendship with the wholehearted devotion in club activities that put us through a friendly rivalry which requires us to accommodate ourselves to certain situations."
Yozora thinks they'll look down on them if she tells them what they really are. Rika then states out loud that in short, the Neighbor's Club members do activities to make friends. She continues to go on telling the student council their goals which embarrasses Yozora and Sena who ask her to please stop. Kurimu happily asks them, "Aren't we friends?". Kurimu's kindness frightens Yozora and Sena. Sena tells them that there's a "certain ritual" or "step" that needs to be done before they can be considered friends. Chizuru says that this is their second time sitting down together for tea and that shouldn't that count towards said "certain step"? Kurimu, saddened, asks them if they don't want to be friends. Sena, desperate not to make Kurimu any sadder than she already is, jumps up and grabs her hand saying, "Let's be friends!". Chizuru puts her hand out towards Yozora asking if they can friends as well which she, feeling obligated, agrees to.
